Henry Ford Health to Implement No-Nicotine Hiring Policy ...

Henry Ford Health System announced Friday that they will not hire job applicants who use tobacco products, effective Jan. 1, 2013.

Job applicants for the Dearborn-based health network will be screened for signs of nicotine as part of the hiring process.

"The health and well-being of our patients, employees and visitors is our top priority," Henry Ford CEO Nancy Schlichting said. "The no-nicotine policy strengthens our commitment as role models for providing a healthy environment for everyone at our facilities.?

While the screening and ban on nicotine use only applies to new job applicants, Henry Ford also is enhancing their existing policies that prohibit the use of tobacco at their facilities, launched in 2007. This includes prohibiting employees from using tobacco products or smelling of tobacco at any time during their workday.

Employees who violate these policies are subject to disciplinary action, up to and including termination.

Henry Ford joins a growing number of local and national health care systems that have implemented a no-nicotine hiring policy, including Beaumont and Oakwood health systems.

Oakwood Healthcare?also based on Dearborn?implemented their tobacco-free workplace program as of Oct. 1, 2011.

The program includes any type of nicotine product, and applies to any new hires, but not existing employees.

Obama Blocks Chinese Wind Farms in Oregon Over Security - CNBC

President Barack Obama blocked on Friday a privately owned Chinese company from building wind turbines close to a Navy military site in Oregon due to national security concerns, and the company said it would challenge the action in court.

The rare presidential order to divest interests in the wind farms comes as Obama campaigns for a second term against Republican? Mitt Romney, who has accused him of being soft on China.

Ralls Corp, which had been installing wind turbine generators made in China by Sany Group, has four wind farm projects that are within or in the vicinity of restricted air space at a naval weapons systems training facility, according to the Obama administration.

"There is credible evidence that leads me to believe" that Ralls Corp, Sany Group and the two Sany Group executives who own Ralls "might take action that threatens to impair the national security of the United States," Obama said in issuing his decision.

Ralls Corp had filed a lawsuit against the Committee on Foreign Investment in the United States (CFIUS) for ordering it to stop all construction and operations at its projects while the government panel completed its investigation and finalized its recommendation to Obama.

After the decision was announced on Friday, the company said it was confident that the courts would vindicate Ralls Corp's rights under the law and the Constitution.

Sany Group is the parent company of Shanghai-listed Sany Heavy Industry Co., China's largest construction equipment maker and the seventh biggest in the world.

Another group company, Sany Heavy Equipment International Holdings, is listed in Hong Kong. The U.S. court documents name only Sany Group, not the listed companies.

Sany's chairman and controlling shareholder, Liang Wengen, is China's fifth richest man, according to the latest ranking by Hurun Report, down from number one in 2011.

Security Concerns

Although CFIUS reviews dozens of foreign investment deals for potential national security concerns every year, the president is rarely called upon to issue a formal order as companies usually abandon their deals or divest assets when the panel takes issue with their transaction.

The last time a president formally blocked a deal on national security grounds was in 1990 when then President George H.W. Bush stopped a Chinese aero-technology company from acquiring a U.S. manufacturing firm.

"This is a big deal because it is the first time since 1990 that the president of the United States has either blocked a transaction from occurring or divested a transaction that has occurred," said Clay Lowery, a former assistant secretary at Treasury who oversaw the CFIUS process and now is with Rock Creek Global Advisors.

Ralls Corp had hired the George W. Bush administration's top lawyer Paul Clement to help represent the company as well as a former U.S. assistant attorney general, Viet Dinh, who helped the Republican administration develop the Patriot Act. But that appeared to do little to convince the current administration to allow the company to resume operations.

The presidential order gives the Chinese company 90 days to divest all its interests in the projects. However, sources close to Ralls Corp said the company was still evaluating the order and had no immediate plan to unwind its activities.

Only one of the four wind farms was in restricted airspace and CFIUS never came up with a plan that would require the company to only divest interests in that particular project, the sources said.

In addition, the sources said there are other wind farms in the same area also operated by foreigners: one Danish company and another German.

Not a Precedent

Obama's decision comes as two other Chinese companies are vying for CFIUS approval.

China's state-owned oil company CNOOC Ltd [0883.HK? Loading...? ? ? () ? ] is trying to buy Canada's Nexen [NXY.TO? Loading...? ? ? () ? ]in a $15.1 billion deal, and auto parts company Wanxiang Group Corp wants to take over U.S. battery maker A123 Systems Inc.

Though Nexen is based in Canada, the CNOOC takeover is still subject to CFIUS approval because Nexen has extensive business in the United States.

The Treasury Department stressed that Obama's decision was not a precedent for other investments from China or any other country. Acting Commerce Secretary Rebecca Blank said the United States generally welcomed investment from China, but not in every case.

"Particularly when you're talking about China, but there's other countries where this is true too, one has to be worried about national security concerns," Blank said in remarks at the Council on Foreign Relations earlier on Friday.

China's Minister of Commerce said this week that the country's state-owned companies act in the same way as privately owned firms.

Neither Sany Group's headquarters nor the Ministry of Commerce could be reached for comment on Saturday.

The decision to block Ralls Corp and Sany echoes some of the difficulties China's largest telecom equipment manufacturer, Huawei Technologies Co, has faced in its efforts to crack the U.S. market.

CFIUS has blocked three deals by Huawei in recent years. Last year Huawei dropped plans to buy assets from 3Leaf Systems, a computer services company, after problems with CFIUS.

Like Sany, Huawei is privately owned, but CFIUS expressed concerns about informal links between Huawei's founder and CEO, Ren Zhengfei, and the Chinese military. Ren retired from the military in 1984, and Huawei says he has not maintained ties.

Less high-profile Chinese deals in the U.S. are often approved.

"There have been many Chinese investments in the U.S. that have gone through without trouble," said Benjamin Powell, a former general counsel to the director of national intelligence who is now a partner at Wilmer Hale.

Notre Dame runs wild, sinks Navy 50-10 in Dublin

DUBLIN (AP) ? Notre Dame's trip to Ireland could not have gone much better.

The Fighting Irish eased in their new quarterback, showed they have a couple of capable replacements for their suspended star running back and even got a touchdown from a 300-pound defensive lineman.

Theo Riddick and George Atkinson both ran for two scores and defensive end Stephon Tuitt returned a fumble 77 yards for another TD as Notre Dame routed Navy 50-10 in Saturday's season opener in Ireland.

A crowd of 49,000, mostly visiting Americans, filled Dublin's Aviva Stadium for the first U.S. college game in Ireland since 1996, when the same two teams played in the Emerald Isle Classic.

It was no classic, regardless of the enthusiasm of the fans, who did the wave even as both sides sent in substitutes in fourth-quarter garbage time.

The Fighting Irish dominated the game, running the ball at will against Navy's undersized defense and showing no signs of missing starter Cierre Wood. Riddick gained 107 yards on 19 carries, Atkinson 99 on just nine carries, leaving the Midshipmen and their outnumbered fans crestfallen at the end.

Riddick started the Irish blowout with an 11-yard run to cap an 11-play, nearly six-minute opening drive. Atkinson broke free on the next drive, sweeping right and then cutting back and rampaging untouched through a bevy of Midshipmen for a 56-yard score.

Wood will also miss next week's game against Purdue because of a violation of team rules.

Quarterback Everett Golson, making his first start, put the Fighting Irish up 20-0 with a 5-yard end zone jump ball to tight end Tyler Eifert, who beat two smaller Navy defenders.

"I think I was comfortable," said Golson, who won the starting job in a four-way competition. He spent his freshman year as the scout team QB, and credited coaches with easing his nerves by giving him permission to make mistakes.

Golson said his coaches told him: "You're going to make mistakes but you just have to relax. You're going to make mistakes, but make them going full speed."

Last year's starter Tommy Rees returns from suspension this week, and Brian Kelly was noncommittal about Golson's hold on the job. Still, the coach has said all along he'd like one quarterback to seize the job, and Golson gave little reason for Kelly to worry.

Kelly said he was pleased with Golson's performance.

"I was. He made some good decisions and moved our offense. We put 50 points on the board, so that's a pretty good start."

Golson, who finished 12 of 18 for 144 yards, often looked best on the move. But he did make one second-quarter mistake that gave Navy brief momentum when he tried to hit Eifert for a second TD and threw the ball without any touch into double coverage. Cornerback Parrish Gaines stepped in front of the pass at the Navy 4 for an easy interception.

Navy appeared to be heading for its first touchdown on the ensuing drive, but backside pressure from Notre Dame defensive end Kapron Lewis-Moore spurred a clumsy fumble from Navy quarterback Trey Miller.

Tuitt, listed at 6 foot 6 and 302 pounds, scooped up the ball and rumbled untouched 77 yards to put the Irish up 27-0 with barely 2 minutes left in the first half. It was Notre Dame's longest fumble return since 1985 and third-longest in history.

Navy managed a 26-yard field goal before halftime and opened the second half with a nifty three-pass drive capped by Shawn Lynch's 25-yard grab to make it 27-10 but could get no closer.

Atkinson and Riddick replied with two of Notre Dame's three second-half touchdowns. Robby Toma scored the final on a 9-yard untouched scamper with just 39 seconds left.

Miller completed 14 of 19 passes for 192 yards, but Navy's triple-option ground threat managed only 149 yards rushing on 40 carries. Miller carry 20 times for 16 yards and fumbled four times, losing two. Notre Dame outgained Navy on the ground for the first time since 2008.

"We got out of our element early, so we had to pass the ball more today," he said.

Notre Dame's defensive leader, inside linebacker Manti Te'o, recovered one fumble and intercepted Miller's final pass of the day, an underthrown ball into triple coverage. Surprisingly, they were his first fumble recovery and interception, respectively, of his four-year Note Dame career ? and came close to landing him a yellow flag for excessive celebration.

Te'o said the pick "felt good. I almost got a 15-yard penalty on the play too. That wouldn't have felt so good."

One problem for Notre Dame: The Irish missed two extra points. The first attempt went wide right, while another snap went through the hands of holder Ben Turk.

Navy coach Ken Niumatalolo said he could take plenty of positives from his team's trip to Ireland ? but none of them from the game.

"We received unbelievable support from the people of Ireland," he said. "Everything that happened outside of the white lines on the field was great. Unfortunately for us, everything that happened inside of the white lines wasn't as great."

He said the three-day trip "was a great experience for our young men," but the team faces "a lot of work to do."
